Cannabis regulators are confronting two different market-management challenges: measuring corporate concentration in Missouri and improving recall execution in Oklahoma. Meanwhile, a reported bid for Lionsgate Studios underscores the continuing consolidation pressure across the entertainment business.
Missouri Cannabis Study Finds a Competitive Market but an Ownership Data Gap
Missouri regulators say the state’s licensed cannabis market is meeting consumer demand, citing a state-funded study that found approximately 93% of reported cannabis purchases occur through licensed dispensaries. Annual dispensary sales increased from roughly $1.30 billion in 2023 to $1.51 billion in 2025 while average sales per store remained relatively stable.
The study found no evidence of excessive concentration when sales were compared across individual licensed facilities. Researchers could not determine whether multiple licenses were controlled by common owners, however, because usable ownership data was not included in the analysis.
The Division of Cannabis Regulation said future market reviews should incorporate ownership information. That distinction could influence whether Missouri issues additional licenses, particularly as the state introduces more microbusinesses and faces pending allegations of anticompetitive conduct involving existing operators.
Why It Matters: Analysis: Sales distribution alone does not establish whether a cannabis market is structurally competitive. Combining revenue and common-ownership data could materially change how regulators evaluate consolidation, license caps and opportunities for independent operators.

Oklahoma Adds Metrc Recall Alerts After Cannabis Flower Fails Mold Testing
The Oklahoma Medical Marijuana Authority recalled two flower production batches from Blue Collar Criminals Collective after laboratory records confirmed failures for yeast and mold. The investigation followed reports from the originating grower and a licensed dispensary after the products had entered the distribution system.
OMMA traced the affected inventory through Metrc and directed dispensaries to remove recalled products from sale. Commercial licensees must notify affected businesses and patients, while the originating licensee is responsible for disposal costs.
The regulator also activated a new Metrc feature that marks recalled inventory with a warning symbol and an administrative recall message. OMMA said the visual flag will be used for future recalls, giving operators an additional mechanism for identifying affected downstream packages.
Why It Matters: Analysis: The recall itself is limited to two production batches, but the permanent Metrc alert process is a broader operational change. Faster identification of recalled inventory can reduce patient exposure, compliance failures and costly confusion across dispensary supply chains.

Legendary Entertainment Submits Takeover Offer for Lionsgate Studios
Legendary Entertainment has submitted an acquisition offer for Lionsgate Studios after reviving talks with the company, according to reporting by Bloomberg and TheWrap. Representatives for Legendary, Lionsgate and Legendary backer Apollo Global Management declined to comment on the reported negotiations.
A combination would give Legendary access to Lionsgate’s theatrical distribution operation and a substantial film and television library that includes the John Wick and Hunger Games franchises. Legendary, known for franchises including Dune and Minecraft, previously explored a potential Lionsgate transaction in 2025.
Lionsgate shares rose more than 15% following the report, reflecting investor expectations that the studio could become a major target in the entertainment industry’s continuing consolidation cycle.
Why It Matters: Analysis: Lionsgate offers an established distributor, valuable intellectual property and a deep library to a buyer seeking greater control over production and release strategy. A completed transaction would further concentrate high-value entertainment assets under private-equity-backed ownership.
