Legal cannabis continued to expand in one of the country’s largest markets even as regulators demonstrated the consequences of deliberately bypassing compliance systems. New York Cannabis Sales Reach a Record $512.6 Million in the Third Quarter

New York’s legal cannabis market generated a record $512.6 million in retail sales during the third quarter of 2026, according to figures presented at the October 1 meeting of the state Cannabis Control Board. Sales reached $1.41 billion for the first nine months of the year and surpassed $4.1 billion since the adult-use market launched.

The state reported sequential growth from $421 million in the first quarter to $479.9 million in the second and $512.6 million in the third. The number of adult-use dispensaries recording transactions increased from 685 in June to 735 in September, while New York has now licensed 1,039 retailers, including microbusinesses authorized to sell directly to consumers.

Why It Matters: New York is becoming a major national cannabis market, but the expansion also creates competitive pressure. Annualized sales per adult-use store declined slightly as more dispensaries opened, indicating that operators will increasingly need to compete on location, pricing, product selection and execution rather than relying on limited retail availability.

Michigan Revokes Muha Meds Ypsilanti Retail License and Imposes $251,250 Fine

Michigan’s Cannabis Regulatory Agency issued a final order revoking the adult-use retail license of Budbridge LLC, doing business as Muha Meds Ypsilanti, and imposed a $251,250 fine for seven administrative rule violations.

Regulators found that employees transferred hundreds of vape cartridges to two social media influencers in June and July 2025. The agency said the orders were divided into smaller transactions to bypass oversale warnings before each recipient was given a combined transfer exceeding the legal limit. Other violations involved identification verification, inventory tracking, product security and the reporting of criminal activity.

Why It Matters: The order shows that promotional relationships and influencer campaigns remain subject to the same purchase limits, inventory controls and documentation requirements as ordinary retail transactions. Analysis: Cannabis companies using creators or ambassadors should treat product transfers as high-risk compliance events requiring formal approval, complete records and transaction-level monitoring.

Paramount Sets October 6 Closing Date for Warner Bros. Discovery Acquisition

Paramount Skydance and Warner Bros. Discovery expect their merger to close on October 6, subject to customary closing conditions, according to an October 1 regulatory filing. Warner Bros. Discovery shareholders are expected to receive approximately $31.02 per share if the transaction closes on that date.

The filing gives the transaction a defined completion timetable after a federal judge previously delayed approval of the multistate antitrust settlement surrounding the acquisition. Warner Bros. Discovery would become a wholly owned Paramount subsidiary following completion.

Why It Matters: The combination would place extensive film, television, streaming, news, sports and gaming assets under one corporate parent. Analysis: The next phase will shift attention from regulatory clearance to integration, debt management, executive structure, theatrical strategy and the future positioning of the companies’ overlapping streaming and cable operations.
